Biography

I am James A. Parham, CW4 (Ret.). I served 25 years in the United States Army Ordnance Corps, starting in 1997 at Fort Hood, Texas, as a young 45B Small Arms Repairman and retiring in June 2021 as a Chief Warrant Officer 4 in the 915E technical field. Six overseas tours, four combat. I spent 14 of those years as a brigade and battalion maintenance officer responsible for fleets valued in excess of one billion dollars and annual budgets near $120M. I founded Army Strong PM Consultants, LLC in January 2024 and work today as an enterprise architect, agentic AI practitioner, and instructor.

Early in my career, every technical question I brought to my NCOIC came back the same way: "What did the book say?" At first it felt like he was slowing me down. Over time it became the lesson that has shaped my whole practice. Read first. Think critically. Then ask better questions. Doctrine is the map, not the obstacle.

Teaching has been part of my work since 2013. I served as a TAC officer at the Army's only active-duty Warrant Officer producing school at Fort Rucker, then as Course Manager and Senior Instructor at the Technical Logistics College at Fort Lee. That instinct still drives my work at St. Michael's Learning Academy (SMLA) today.

In the civilian sector, organizations operate through strategy, capabilities, processes, and data, but rarely under a unified doctrine. I studied BIZBOK, DMBOK, BABOK, PMBOK, and SEBOK as civilian doctrine and chose ServiceNow as my platform because it is where enterprise work actually happens. ASPMCs today combines that systems mindset with agentic AI: James Unified Agent (JUA) and ASPM-Agent run on the Anthropic Claude API, Neo4j Aura, and RAG patterns, automating portfolio analysis, governance diagnostics, and decision-support across PMO and EA practice.
